The purpose of this Military Pay Advisory is to announce the U.S. Navy's policy and payment procedures for the new Military Spouse Licensure Reimbursement Program. REF A provides policy and procedures for the military spouse licensure reimbursement program. Effective date. This reimbursement is effective as of 12 December 2017 for PCS orders issued on or after 12 December 2017. Per ref (b), no reimbursement may be provided for qualified relicensing costs incurred after December 31, 2022. Effective date of payment processing for the U.S. Navy will commence effective upon the publication of this communication. Background. The Department of the Navy is dedicated to supporting families and currently provides resources and advocacy for spouse employment. References (a),(b),and(c) provide the Navy the opportunity to reimburse members up to $500 for state licensure and certification costs of a spouse of a member of the Armed Forces arising from relocation to another state due to a permanent change of station(PCS or permanent change of assignment. Policy and Payment Procedures and Key Supporting Documents (KSD's). Policy and payment procedures for this new reimbursement are prescribed in paras (3) and (4) of reference (a). The following are the {FIVE REQUIRED} Key Supporting Documents: a. MEMORANDUM SPOUSE LICENSURE REIMBURSEMENT REQUEST (Exhibit #1 of MPM 1754-040 Ref a). b. Standard Form 1164 CLAIM FOR REIMBURSEMENT REQUEST (Exhibit #2 of MPM 1754-040 Ref a). c. A copy of the member's(claimants) Permanent Change of Station(PCS) orders in which directed the current move. d. A copy of the old license from the previous state and a copy of the new license issued by the new state. e. A copy of all receipt(s) indicating all fees associated with and claimed by the member for spouse's licensure reimbursement. Accounting Classification and Standard Document Numbers for FY-18 and FY-19. PERS-701 will provide annual LOA and SDN information for FY's 2020, 2021, 2022 and 2023 (limited authority through December 31, 2022.)
